The first-generation Overseas Compatriot Card was a special offer card for purchases; the second-generation “i Compatriot Card”, in addition to providing special offers, is a customer service card for the OCAC to identify service subjects. Only with correct information about overseas compatriots can the OCAC provide precise overseas.

The “i Compatriot Card” is a new virtual digital card—with the card, for purchases at authorized stores in Taiwan and overseas, holders can enjoy related special offers at stores and special project prices for self-paid health examinations at domestic medical institutions. It will also be used as the basis for providing smart overseas compatriot services (such as when registering for OCAC activities, input “i Compatriot Card” to login to email or card number to enter personal information, with repeat filling in not required.

The “i Compatriot Card” is only used for purchases at authorized stores by the holder. It does not have credit card or stored value function. It is only combined with initial identification for OCAC digital smart services. The card cannot be used to legally claim the overseas compatriot identity.

1.ROC nationals who reside abroad.
2.Overseas compatriots  who identify with ROC,support Taiwan , and maintain frequent contact with our overseas embassies(offices).

1.Apply online: Applicants can use a smart phone, tablet or PC to log in/register as a member, then fill in related information and upload a copy of an ROC passport ( or proof of nationality such as ROC ID Card, household registration information, Certificate of Nationality) and valid residence document for the place of foreign residence (such as passport, residence permit or residence visa valid for more than one year or other document recognized by the receiving unit); after approval, a virtual card will be issued and the applicant notified to activate the card by email.
2.Apply at the counter: in Taiwan, take an ROC passport (or proof of nationality such as ROC ID Card, household registration information, Certificate of Nationality) and valid residence document for the place of residence (such as passport, residence permit or residence visa valid for more than one year or other document recognized by the receiving unit) to the Certification Section of the OCAC’s Department of Policy Research and Development (3Fl., No. 5, Xuzhou Road, Taipei City) and fill out an application; after approval, a virtual card will be issued and the applicant notified to activate it by email.
3.Entrusted application: if you are unable to personally apply for an “i Compatriot Card” online, please complete a Letter of Authorization in advance and entrust someone to apply for you. (download Letter of Authorization).

A. Please contact an authorized medical institution and arrange for the health examination items and date.
B. You can obtain the list of authorized medical institutions and special project contact information on i Compatriot Card website homepage.

A. Domestic Stores (Stores in Taiwan): submit the application form, commitment (including company seal and authorized signatory’s seal), photocopy of business registration document, and store photos to OCAC for review. For applications approved by OCAC, the store information will be posted on  i Compatriot Card  website, and the stores will receive identification stickers and  i Compatriot Card  sample. Those not approved will not have the application documents returned.
B. Overseas Stores:
a. Please complete the overseas application form and send to the nearest R.O.C. Overseas Missions.
b. After the application is approved, OCAC will provide the stores with identification stickers and card sample for reference.

Authorized medical institutions are recommended to OCAC by Ministry of Health and Welfare or Taipei City Hospital in Taiwan. Individual applications are not accepted.It attracts Overseas Compatriots to make purchases and expands business opportunities.

A. Authorized stores should offer  i Compatriot Card  cardholders the promised special offers.
B. If the authorized stores would like to terminate their offer, they should apply in writing 1 month in advance and obtain permission from OCAC; if the authorized stores would like to modify their special offers, they should log in to the “Authorized Stores” page (https://shop.ocacocc.net) and fill in the new discount information in the related spaces, then click “Submit” and wait for OCAC’s approval.
C. Paste the identification stickers in an obvious place of the store for easy identification by cardholders.

Please input the link (https://shop.taiwan-world.net/) to enter the Login page of “Authorized Stores”, then input the ID and password (provided by OCAC) to log in.

After logging in to the website of “Authorized Stores” page, click “Store Information” and a window of general store information will pop up. Click “Submit” after finishing modification.

1.The OCAC adopts the highest international personal data protection standards and has enhanced cyber security measures:

 (1)Strict personal data protection:

 Clear consent principles:freely given by the person involved, concrete, informed and clear.

      Matches spirit of the EU GDPR: Right to alter, right to portability, right to be forgotten, right to refuse automated decision making for personal data

(2) Collection: Minimal personal data:

Verification: After review, the uploaded documents are immediately deleted.

Use: Data analysis is carried out after deidentification.

(3)Enhanced cyber security:

Database anonymity mechanism: Data is hidden and isolated to prevent deletion ransomware and hacker attack and theft.

File fragmentation mechanism: after fragmentation, files will be encrypted and stored; hackers cannot skim them and ransomware cannot encrypt them.

      2.System cyber security handled according to the Executive Yuan Guidelines for Classification of Information and Communications            Responsibility Grade  Principles for Classification of Information and Communication System Security Requirements.

Basically, an email address is needed to apply and it cannot be the same as another person’s; however, considering that some elders are not familiar with electronics or do not have an email address, application can be made at the counter; Applicants go to the OCAC office in Taiwan or the nearest OCAC offices overseas, fill in an application form and a member of staff will help you apply.A paper certifizate will be ready for use.

The i Compatriot Card can only be used by the holder for purchases at authorized stores or for participation in OCAC activities, it is not a valid identity document and does not have the function of a credit card or stored value card etc.

1.Priority invitation to apply: for those who filled in an effective email address when applying for the first-generation Overseas Compatriot Card, after the i Compatriot Card is activated, the OCAC will send the application link by email. Click on the link to apply.

2.Minimal personal data required to apply: just provide basic details such as a Chinese and English name sufficient for identification, gender,  country of residence , and email address, submit the required documents (deleted after review) and, after successful review, you can enjoy excellent service contents and better cyber security protection.

The i Compatriot Card will be officially introduced on September 12, 2022. The original first-generation Overseas Compatriot card will be valid until December 31, 2022. Overseas Compatriot card holders are invited to  apply for an i Compatriot Card to continue to enjoy benefits and diverse services.

Characteristics of the i Compatriot Card 

1.The first-generation Overseas Compatriot Card is an exclusive offer card for purchases, while the i Compatriot Card has been expanded to be      an exclusive offer card, contact card and service card, offering the following exclusive services:

(1) When registering for overseas compatriot activities, automatically input of basic information.

(2)Instant receipt of customized service.

(3)Discount and exclusive offers from specially authorized stores around the world.

2.Personal data protection and cyber security protection both upgraded: The i Compatriot Card adopts the highest international standard   for personal data protection and has enhanced cyber security measures that meets government information and communication security requirements and allow the holder to use the card without worry!

The i Compatriot Card is a virtual card, with one number per person, applicable for life in principle; however, you will be invited to apply for data renewal every three years to maintain data correctness.

The i Compatriot Card is virtual, there is no physical card. The virtual card can be obtained after online application is approved and the user activates the card after receiving email notification.

Eligible overseas compatriots apply through the i Compatriot Card website by submitting therequired documents; if you have no internet connection or are unfamiliar with the internet, please go to the OCAC office in Taiwan or one of 38 OCAC overseas offices and a dedicated staff member will help you apply.

After filling in the required information on the i Compatriot Card website and uploading proof of country of residence, after successful review by the OCAC, you will be notified to activate the card. The review schedule differs by region, requiring 3-7 working days.

Compared With the first-generation Overseas Compatriot Card, the OCAC was sometimes unable to provide precise services to overseas compatriots due to incomplete or repeated information. Now, all you need to do is provide basic details such as a Chinese and English name sufficient for identification, gender, country of residence and email address, submit the required documents (deleted after review) and, after successful review, you can enjoy excellent service and better cyber security protection.

To move towards “Intelligent Overseas Community Affairs Council  (OCAC)”provide precision services that better match the needs of overseas compatriots, the OCAC has planned the upgrading of its Overseas Compatriot Card and issue of the I-Compatriot Card to break through the limitations of time and space using the virtual card cloud service to become a new channel for the government to provide convenient cross-border services .

1.Citizens of Taiwan who reside overseas: holders of proof of Taiwan (ROC)citizenship (ROC passport, ID card, etc.)

2.Pro-Taiwan overseas compatriots and foreigners who are not citizens of Taiwan: such as people from pro-Taiwan traditional overseas communities.

3.Project approval: For overseas compatriot affairs development, domestic groups or individuals that have a cooperative relationship with the OCAC (such as experts employed by the OCAC, members of teaching material editorial committees, culture teachers, lecturers) or overseas groups or individuals related to overseas compatriot affairs (such as foreign students at a Taiwan Center for Mandarin Learning, pro-Taiwan politicians)
